Steam stuck a 0 bytes

I read the article about all the solutions that might help with the steam download speed, but they work for a few seconds and back to 0 bytes again. I only one I have not downloaded was the malware. I don’t think I needed to as seen I just built this computer and it was downloading games fine the other day from steam. If anyone can provide any assistance, it will be greatly appreciated!
