I have been able to send and receive MMS but not SMS messages. I have tried everything. I have switched my SIM card, factory reset my phone, checked for viruses, called AT&T, everything. Still nothing. And my phone and messaging app (which I changed a lot too) is completely up to date. This is a new phone and I’m really frustrated.

Try sending a text message to your Nokia 6.1 from a different phone and if it can receive it, then the problem should be with the Message Center Number of your phone. It might have been edited improperly or deleted. You can find it under the settings of the default messaging app, I think.
However, if your phone cannot receive text messages as well, then the issue can be addressed by your service provider. I know you called AT&T already but I suggest calling them again. When it comes to problems like this, your service provider has all the answers; they have access to your account and they can see on their end if there’s a problem with it.
If it’s a network problem, then they also be the first to know that.
