Rear Camera and flash stopped working after ios updat

Hello, i have ipdated my iphone to 13.5.1 and the rear camera and flash stopped working, i tried all suggestions from online , and I have reset my iphone to store settings using itunes even but the problem wasn’t fixed , i cant downgrade since 13.5 no longer signed , what to do?
