Not Enough Memory on SD Card

I am trying to move apps from internal storage to my 64gb sd card. I go into settings, storage, internal storage, other apps, then pick a moveable app and tap “change” to change the saved location. Then I choose to move it to my SD card. It starts the process and then suddenly stops and a message pops up saying that there is not enough memory on the SD card. Only 5g has been used on it and the rest is freed up. Why does his keep happening? I’ve tried moving apps onto the SD card while  it was formatted as internal and also as portable. Nothing is working!
